@Noticel «Gobierno no impedirá el incinerador en Arecibo»

El gobernador Ricardo Rosado Nevares, dijo el lunes, que si Energy Answers cumple con todos los permisos requeridos para la construcción de su incinerador en Arecibo, se va a hacer independientemente de la oposición.

“Este es un país de Ley y Orden. Si un proyecto tiene todos sus permisos y cumple, será aprobado.  Si no cumple, no pasa. Esto no es sobre alguien le gusta un proyecto o no, esto es sobre el cumplimiento de la ley”, dijo el gobernador en conferencia de prensa.

Rosselló Nevares mencionó que el incinerador es uno de los proyectos en consideración de la declaración de emergencia y especiales que prepara La Fortaleza.

Energy Answers Arecibo LLC, una subsidiaria de Energy Answers International, Inc. (Energy Answers), propuso en el 2010, construir una Facilidad de Recuperación de Recursos (Facilidad) para generar energía renovable y material reciclable a partir de 2,106 toneladas por día de desperdicios sólidos municipales (MSW, por sus siglas en inglés) en el Barrio Cambalache del Municipio de Arecibo, Puerto Rico.

La Facilidad utilizará el combustible inservible renovable que se genera luego del reciclaje, el MSW y los combustibles suplementarios para generar vapor y aproximadamente 70 megavatios de electricidad.

Un grupo de manifestantes, pertenecientes a la Coalición Anti-Incineración, acudieron a La Fortaleza en repudio a la construcción del proyecto.

“La corporación está desesperada porque le expira un permiso de la Environmental Protection Agency (EPA) federal. No ha podido comenzar la construcción pues le falta, entre otras cosas, dinero, agua, fuente de desperdicios y vencer la oposición del País, incluyendo los alcaldes, a su insalubre y costoso proyecto”, afirmó Myrna Conty, coordinadora de la Coalición en declaraciones escritas.

“El permiso de aire llamado PSD (Permit of Significant Deterioration), vence el 10 de abril de 2017, o sea en 7 días. Para esa fecha, Energy Answers tiene que evidenciar que comenzó la construcción del incinerador o, si no, se expirará el permiso PSD y tendrían que comenzar de nuevo”, continuó Conty.

Overpaying for Detroit incinerator’s big mistake by Syed Hussain

Detroit is famous for its crime rate, Motown music and is also known as the auto capital of the world. Few people know that it is home to one of the world’s largest incinerators. For more than 20 years, Detroit’s incinerator burns more than 800,000 tons of trash every year! Much of the local community, including workers and management feel that this facility is not cost effective, and is simply a lazy alternative to landfills. Parents feel that it is responsible for the incessant rise in asthma cases. Clearly, locals do not feel the incinerator is best for the long-term progression of Detroit.

A social impact identified above, shutting down the incinerator would create more jobs for the people of Detroit: “four times as many jobs as the incinerator employs.” However, Detroit Renewable Power, which is a subsidiary of Detroit Renewable Energy, LLC processes up to 3,300 tons of waste per day, generating 68 megawatts of electricity. They believe that this is both an “economic and environmental win”; in their 2012 second quarter report, it states that every one ton of public waste burned equals 500 pounds of recyclable metal, one barrel of oil avoided, 500 pounds of domestic coal displaced and one ton of greenhouse gas emissions removed. These types of statistics make the city of Detroit basically discourage recycling! To receive these types of results, the incinerator needs to reach a quota of trash, and actually has to request trash from surrounding towns to meet this quota instead of simply recycling and neglecting the incinerator. 

What Detroit Renewable Energy, LLC is not considering is that the incinerator is the nastiest polluter in Michigan because it emits sulfur dioxide, carbon monoxide, and lead into the atmosphere (see Figure 1) – all pollutants which can be noxious to human health and in the long term cost the local government and residents high healthcare expenses which could be avoided. The incinerator is especially detrimental to children’s health. The East Michigan Environmental Council, report that Detroit’s asthma hospitalization rates for children living around the incinerator to be 3 times the national average. Both nitrogen oxides and sulfur dioxide augment respiratory diseases and contribute to acid rain.

Detroit Incinerator is one of the worst polluters in Wayne County for criteria pollutants.

History:
In 1986 the city of Detroit constructed the world’s largest municipal incinerator. It was lauded by the city’s government and citizens as it was expected to bring economic prosperity to Detroit. It was thought that industries would be attracted to the city because at the time incineration was viewed as the safest, most cost-effective waste disposal method. Although many Detroit residents were in support of the incinerator, there were some citizens and environmental groups that were not. This group was known as the Evergreen Alliance. They felt that the incinerator was a major environmental and health risk, and actively protested against its construction. Their campaign however was unsuccessful.

Environmental & Health Impact:
The concerns of the Evergreen Alliance about the Detroit incinerator unfortunately rang true. The incinerator is one of the worst polluters in Wayne County for criteria pollutants. It emits nitrogen oxides, sulfur dioxide, carbon monoxide, and lead into the atmosphere – pollutants toxic to human health. Nitrogen oxides and sulfur dioxide both contribute to the formation of ozone which is harmful to respiratory health. In addition the toxins emitted by the incinerator are particularly harmful to children’s health. Particulate matter emissions contribute to Detroit’s high asthma hospitalization and death.

Economics:
The Detroit incinerator has also proven to be a money pit for the city of Detroit. The expected economic benefits of the incinerator were never realized. The incinerator was sold in 1991 to private investors to pay off city debt, and although the city no longer owned the incinerator citizens were forced to continue paying bonds owed on it. In total Detroit’s residents have paid over $1.2 billion in debt because of the incinerator. With residents paying through the years paying upwards of $150/ton to burn their trash (in comparison to average rates of $30-40/ton).

Incinerator-sidewalk-imageSince the incinerator’s opening in the late 1980’s it has caused nothing but environmental, health, and economic strife in the city of Detroit. In 2010 the incinerator was bought and renamed Detroit Renewable Energy in an effort to “green wash” the facility although it remains a toxic, polluting facility. Zero Waste Detroit (ZWD), a coalition of organizations advocating for the City of Detroit to move toward a waste recovery system and away from incineration, work hard to hold Detroit Renewable Power accountable for their actions. When residents in the neighborhood began to complain of odors coming from the incinerator shortly after re-opening, ZWD engaged the community to report this information to the Michigan Department of Environmental Quality (MDEQ). As a result, Detroit Renewable Power has received twelve notices of odor violation and was tasked with making repairs to their facility to eliminate the extreme odor.
