La EPA anuncia nuevas vistas públicas el 25, 26, y 27 de agosto para el permiso PSD del Incinerador de Arecibo

La EPA Conducirá Cinco Sesiones de Vistas Públicas agosto 25, 26 y 27 sobre Permiso de Aire para Borrador de Permiso para Instalación de Conversión de Basura a Energía en Arecibo / Se invita al público a que se matricule previamente para deponer

La EPA conducirá cinco sesiones formales de vistas públicas que se extenderán por tres días durante el 25, 26 y 27 de agosto de 2012. El sábado 25 y el domingo 26 de agosto las sesiones se llevarán a cabo entre la 1:00 p.m. y las 4:00 p.m. y entre las 6:00 p.m. y las 10:00 p.m. El lunes 27 de agosto se efectuará una sesión entre la 1:00 p.m. y las 4:00 p.m. Todas las sesiones de las vistas se llevarán a cabo en el Club de Leones de Arecibo, ubicado en la avenida Ing. Manuel T. Gillán, sector El Tanque, Arecibo.

La EPA aceptará comentarios y/o ponencias escritas durante la vista y permitirá a cada persona que así desee, hacer una exposición oral por un máximo de 10 minutos. Se le dará la misma consideración tanto a ponencias orales así como a comentarios por escrito sometidos durante la vista pública o en cualquier momento durante el período de comentarios público.

Durante las primeras cuatro sesiones el 25 y 26 de agosto, a las personas que se registren por adelantado se les dará preferencia a la hora de asignar los turnos para testificar en cada sesión. A las personas que se registren a la entrada, se les dará cabida sólo si quedaran turnos disponibles en esa sesión. Si esa sesión se llena, la EPA le dará a esa persona alternativas de sesiones que aún tengan turnos disponibles. La sesión final del 27 de agosto se reservará para dar cabida a aquellos que se registraron pero que no pudieron deponer en sesiones previas.

Aquellas persona interesadas en registrarse de antemano para el 25 o 26 de agosto, deben ponerse en contacto con John Aponte, de la Oficina de la División de Protección Ambiental del Caribe de la EPA, por correo electrónico a Aponte.john@epa.gov o por teléfono al 787-977-5853.

La EPA está proponiendo un permiso de aire para la instalación luego de evaluar el impacto potencial de la planta a la calidad del aire, comparando éste con los estándares de calidad de aire de la EPA, los cuales se han establecido para proteger la salud pública.

Para obtener el permiso de la EPA, se le exigió a Energy Answers demostrar que los equipos para controlar la contaminación de la planta representan la mejor tecnología disponible para este tipo de equipo de control de contaminación. El permiso propuesto también exige que Energy Answers examine la contaminación que emita a la atmósfera y que demuestre que cumple con los límites de contaminación que la EPA propone establecer. El permiso requiere que los límites de emisiones se midan y se notifiquen a la EPA durante las operaciones de la planta. La omisión en el cumplimiento de cualquiera de estos límites del permiso sometería a la instalación a acciones de cumplimiento de la EPA

La EPA está extendiendo el periodo de comentario público para coincida con el término de las sesiones adicionales de vistas públicas. Comentarios por escrito podrán someterse en cualquier momento durante el período de comentarios, que permanecerá abierto hasta el 27 de agosto. La decisión final de la EPA sobre el permiso se tomará sólo después de una amplia consideración de todos los comentarios recibidos.

Aquellas personas que deseen revisar el récord administrativo de la acción propuesta, el cual incluye todos los documentos relevantes al permiso propuesto por la EPA, pueden hacer una cita de lunes a viernes entre 9:00 a.m. y 4:30 p.m. en la División de Protección Ambiental del Caribe de la EPA en City View Plaza III, Suite 7000 en Guaynabo. Entrevistas de miprv en la reunión de la EPA, 23 de mayo de 2012

La Agencia federal de Protección Ambiental (EPA, por sus siglas en inglés) llevó a cabo una vista para orientar a la comunidad sobre el permiso preliminar otorgado a la empresa Energy Answers para establecer una planta de incineración de desperdicios (‘waste-to-energy’) en el Barrio Cambalache de Arecibo.

En la vista de cuatro horas participaron opositores del proyecto, quienes proponen la Basura Cero y el reciclaje como alternativa, al igual que vecinos de Arecibo que favorecen el proyecto.

Este video muestra varias entrevistas realizadas luego de finalizada la vista.

Dear Ms. Sanchez, Ms. Centeno, Ms. Quinones Dominguez, Mr. Gonzalez, and Mr. Negron:

The U.S. Environmental Protection Agency has received your June 14, 2012 letter regarding the May
23,2012 public meeting at the Arecibo campus of the University of Puerto Rico on the EPA’s proposed
approval of an air permit for the Energy Answers International facility in Arecibo, Puerto Rico. The
EPA is committed to a full and transparent public review of the proposed permit. The agency conducted
the May 23 public information session to provide information on its review of the application and its
decision to propose approval of a permit.
The EPA makes its regulatory decisions based on scientific and technical data that must protect people’s
health and natural resources and considers public comments before finalizing its decisions. On June 25,
2012, the EPA held a formal public hearing to facilitate public comment on the proposed permit. The
hearing did not provide a productive opportunity for the public to provide comments. The EPA has
decided to extend the public comment period and will schedule another public hearing in the near future.
EPA will not finalize its decision on the permit until all the comments have been fully reviewed and
considered. The comments will be reviewed by a team of EPA technical staff and the final decision on
whether to approve the permit will be made at a senior level within EPA Region 2.The EPA recognizes

the importance of an impartial process in EPA decision-making. EPA technical and

legal staff, as well as senior managers have reviewed the comments made during the May 23 public
information session by Steven C. Riva, Chief of the Permitting Section in the EPA Region 2 Air
Programs Branch, which you cited in your June 14, 2012letter. They have also reviewed the video clips
of the meeting that you provided. The EPA has determined that there is no need to make changes in the
project review team and will proceed with the collection of public comments, their full review and
consideration of a final decision as planned. The EPA wants to assure you that the final decision on the
permit will, as always, be based on a scientific and technical evaluation of the application and full
consideration of public comments.
The EPA continues to support a solid waste management strategy that first prioritizes source reduction,

EPA Seeks Public Comment on Proposals for Promoting Public Participation in Permitting

To implement Administrator Lisa P. Jackson’s priority on environmental justice, the U.S. Environmental Protection
Agency (EPA) is issuing a federal register notice for public comment regarding «Proposed Regional Actions to Promote Public Participation in the Permitting Process» and «Draft Best Practices for Permit Applicants Seeking EPA-Issued Permits: Ways to Engage the Communities at the Fence-Line.»
The «Proposed Regional Actions to Promote Public Participation in the Permitting Process» presents agency-wide guidelines that will inform the development of regional implementation plans to provide opportunities for overburdened communities to participate meaningfully in the permitting process for priority permits. EPA is also encouraging permit applicants to make an effort to meaningfully involve overburdened communities in the permitting process. To that end, EPA is releasing «Draft Best Practices for Permit Applicants Seeking EPA-Issued Permits: Ways to Engage the Communities at the Fence-Line» for public comment.
You can view and comment on the federal register notice on Regulations.gov (Docket ID No. EPA-HQ-OAR-2012-0452). EPA is also using the Environmental Justice in Action Blog, which will go live on Thursday June 28th, to encourage different public stakeholders to dialogue over the ideas set forth in the federal register notice The Environmental Justice in Action Blog does not replace the conventional public comment process described in the notice.
